學習貫徹習近平新時代中國特色社會(hui)主義思想主題教育開展以來(lai),安徽建工集團黨委堅決扛(kang)起(qi)政(zheng)治責任,牢(lao)牢(lao)把(ba)握“學思想、強黨性(xing)、重(zhong)實(shi)踐、建(jian)新功”的(de)(de)總要(yao)求,堅持把(ba)(ba)深入調查研究作(zuo)為(wei)第一課(ke)題(ti),作(zuo)為(wei)全(quan)力(li)推進主題(ti)教(jiao)育走深走實(shi)、見(jian)行(xing)見(jian)效的(de)(de)突破口,聚焦(jiao)解決制(zhi)約集團高質量發(fa)展的(de)(de)突出矛盾(dun)和(he)難點問題(ti),切實(shi)把(ba)(ba)主題(ti)教(jiao)育成果轉(zhuan)化為(wei)推動改革發(fa)展的(de)(de)強大動力(li)。
推進改革(ge)創新,優化體制(zhi)機制(zhi),激(ji)發企業發展活(huo)力(li)
強化戰略(lve)研(yan)究,確立建(jian)筑施(shi)工(gong)、投資(zi)(zi)、建(jian)材(cai)商貿、規(gui)劃設(she)計(ji)和工(gong)程檢測、房地產(chan)、產(chan)業(ye)(ye)鏈金融、建(jian)筑工(gong)業(ye)(ye)化、高端建(jian)筑裝備制造、社(she)會服務(wu)業(ye)(ye)等九大業(ye)(ye)務(wu)板塊,實施(shi)全(quan)產(chan)業(ye)(ye)鏈協同發展。成立深化改(gai)革、發展戰略(lve)、資(zi)(zi)本運作、工(gong)程決算和資(zi)(zi)金回收(shou)等9個專項領導小組,全面(mian)推(tui)進改革發展重點工作。制定《關(guan)于進一步減少決策層級優(you)化(hua)決策流程提高決策效(xiao)率的通知》,累計(ji)優(you)化(hua)流程和制度42項,解決了長期困擾的一個事項經(jing)過多個會議決策的問題,大大提高了決策效(xiao)率。
推(tui)進全(quan)過程管控,強化項目管理,努(nu)力實現降本(ben)增效
實行(xing)項(xiang)目(mu)(mu)部標(biao)(biao)準化(hua)設(she)置(zhi)(zhi),明確(que)項(xiang)目(mu)(mu)部機構設(she)置(zhi)(zhi)、人(ren)(ren)員配備標(biao)(biao)準,精簡(jian)機構、減少人(ren)(ren)員,實現(xian)降(jiang)本(ben)增(zeng)效(xiao)。強化(hua)項(xiang)目(mu)(mu)全過程(cheng)管(guan)控(kong),從(cong)項(xiang)目(mu)(mu)安全、質量(liang)、成(cheng)(cheng)本(ben)管(guan)控(kong)、項(xiang)目(mu)(mu)評價分類(lei)、過程(cheng)評比、項(xiang)目(mu)(mu)經理(li)核心人(ren)(ren)才激勵等方(fang)面對項(xiang)目(mu)(mu)管(guan)理(li)全流程(cheng)進(jin)行(xing)系統(tong)重塑,建(jian)章立制(zhi)、規范(fan)管(guan)理(li)。優化(hua)考(kao)核考(kao)評機制(zhi),修訂(ding)目(mu)(mu)標(biao)(biao)責(ze)任書,突出成(cheng)(cheng)本(ben)、效(xiao)益指標(biao)(biao),發(fa)揮考(kao)核“指(zhi)揮棒”作用(yong),將項目指(zhi)標完成情(qing)況與(yu)項目考核(he)、評先(xian)評優掛鉤,及時考核(he)兌(dui)現,樹(shu)立重(zhong)實(shi)干重(zhong)實(shi)績導向,激發干事創業熱情(qing)。

實施競爭上崗,大膽使用優秀(xiu)年輕(qing)干(gan)部,激發干(gan)部隊伍(wu)活力
樹立鮮(xian)明用人導向(xiang),打破隱形(xing)臺階,破除論(lun)資(zi)排(pai)輩,樹立以(yi)實(shi)績論(lun)英雄、憑實(shi)績用干部(bu)的鮮(xian)明導向(xiang)。加大(da)干部(bu)輪崗(gang)交(jiao)流力度,明確(que)輪崗(gang)交(jiao)流時(shi)限。今年以(yi)來(lai),平級調(diao)整交(jiao)流41人(ren)次(ci)、提拔交流28人(ren)(ren)。由集(ji)(ji)團統籌開展社會(hui)招(zhao)聘和(he)校園招(zhao)聘,依托集(ji)(ji)團的品牌影(ying)響力(li)和(he)競爭優勢,加(jia)大(da)對優秀人(ren)(ren)才(cai)的吸(xi)引力(li)度。強(qiang)化對所屬單位(wei)中層管理人(ren)(ren)員的提(ti)拔任職(zhi)任前審核把關,改(gai)善干部(bu)隊伍(wu)結構(gou),做好干部(bu)隊伍(wu)梯隊建設,分(fen)別(bie)建立(li)本(ben)科(ke)、碩士、博士人(ren)(ren)才(cai)庫,強(qiang)化跟蹤培(pei)養、使用,為改(gai)革發展提(ti)供人(ren)(ren)才(cai)支(zhi)撐。
注重統籌結合,加強(qiang)黨的建設,引領保(bao)障企業高(gao)質量發展行穩致遠(yuan)
結合省委巡視反饋問(wen)題整(zheng)改(gai),圍繞完善和落(luo)實黨建(jian)工作責任制、壓(ya)緊壓(ya)實領導班子成員“一崗雙責”、加(jia)強(qiang)黨(dang)務工作(zuo)者隊伍(wu)建(jian)(jian)設、夯實黨(dang)建(jian)(jian)基礎、創新活動(dong)載(zai)體等(deng)方(fang)面,深入(ru)開展(zhan)(zhan)“存在重(zhong)業務輕黨(dang)建(jian)(jian)的(de)思想”專項整治(zhi),持(chi)續(xu)推(tui)動(dong)黨(dang)建(jian)(jian)工作(zuo)和業務工作(zuo)深度融合。制定《關于進一步發揮“兩個作(zuo)用”,推(tui)動(dong)黨(dang)建(jian)(jian)和業務工作(zuo)深度融合的(de)意見》,探索開展(zhan)(zhan)基層黨(dang)組織發揮戰斗堡壘(lei)作(zuo)用和共產黨(dang)員(yuan)發揮先鋒模范作(zuo)用綜合評(ping)價,作(zuo)為考核、評(ping)先評(ping)優的(de)重(zhong)要依(yi)據。
